RMKS/1.  NAVY’S PHYSICAL FITNESS ASSESSMENT (PFA) IS DESIGNED TO ASSESS, TWICE PER YEAR, EVERY SAILOR’S ABILITY TO DEMONSTRATE THE MINIMUM LEVEL OF FITNESS REQUIRED FOR NAVAL SERVICE.  THE PURPOSE OF THIS NAVADMIN IS TO HIGHLIGHT POLICY UPDATES AND PROVIDE CLARIFICATION.

Navy Physical Fitness Uniform

CNO Approves Physical Fitness Uniform

WASHINGTON  (NNS) — Adm. Mike Mullen, Chief of Naval Operations, approved the first Navy physical fitness uniform for all Sailors E-1 through O-10 this week.

“The goal was to design a uniform for wear during command directed group and unit PT activities and that our Sailors will be proud to wear,” said Vice Adm. John C. Harvey Jr., Chief of Naval Personnel. “What CNO has delivered more than meets that goal.”

The uniform consists of a gold short sleeved shirt and Navy blue shorts. The shirt is moisture wicking and odor resistant polyester with Navy in reflective lettering on back with and front.

The nylon moisture wicking and odor resistant Navy blue shorts come in six and eight inch lengths, providing standard appearance among different height Sailors, it also has reflective iping and reflective Navy lettering. The shorts have side pockets with a hidden ID card pocket inside the waistband.

“We carefully evaluated the materials, styling and functionality in designing this uniform,” said Harvey. “We looked at the lessons learned from the other services and got feedback from our Sailors – young, mature, male, female, officer and enlisted – and arrived at this design.”

“This is a high quality, high performance product that I know our Sailors will be proud to wear, because we asked them,” Harvey added.

Upon delivery to the fleet, anticipated to be spring 2008, all command directed physical training and semi-annual physical fitness tests will be performed while wearing the PT uniform. However, the uniform does not have to be worn during individual exercise.

“Sailors may still wear personal PT gear when not participating in command PT activities or the semi annual fitness tests,” said Robert Carroll, Head, Navy Uniform Matters Office.

Uniform availability at uniform centers and command uniform distribution activities will be phased in beginning with major Fleet concentration areas in spring 2008. Reserve enlisted will be issued uniforms by their commands.

Sailors’ clothing replacement allowance will be adjusted starting October 1, 2007 to allow for the purchase of two sets of short sleeve shirts and shorts.

“We have designated optional items including a long-sleeved shirt, compression shorts, head gear and running shoes which can be worn during these events,” said Carroll. A Navy wind suit is also in the works.

RMKS/1. AS NAVY REMAINS FOCUSED ON PERFORMANCE AND ENHANCING THE CULTURE OF PHYSICAL FITNESS, WE SEE CONTINUED IMPROVEMENT IN OUR PHYSICAL FITNESS ASSESSMENT (PFA) SUCCESS RATE. THE SPRING 2003 PFA PASS RATE WAS 92.36 PERCENT AND HAS INCREASED TO 95.9 PERCENT FOR FALL 2008.

2. REF A IMPLEMENTED SEVERAL POLICY CHANGES THAT INCLUDED ASSIGNMENT RESTRICTIONS TO SPECIFIED BILLETS FOR SAILORS WHO HAVE TWO PFA FAILURES IN THE MOST RECENT THREE-YEAR PERIOD, UNLESS THE MOST RECENT PFA WAS PASSED. IT ALSO REQUIRED ALL CURRENT PFA READINESS AND PROGRESS WAIVERS TO BE DOCUMENTED IN THE PHYSICAL READINESS INFORMATION MANAGMENT SYSTEM (PRIMS) BY 31 DECEMBER 2008, ANNOUNCED DISCONTINUATION OF PROGRESS WAIVERS EFFECTIVE 1 OCTOBER 2009, AND PROHIBITED SHORT-TERM EXTENSIONS FOR THE PURPOSE OF PASSING THE PFA. REF A REITERATED THE REQUIREMENT TO PROCESS FOR ADSEP ALL SAILORS WHO HAVE THREE OR MORE PFA FAILURES IN THE MOST RECENT FOUR-YEAR PERIOD AND STRESSED COMMANDING OFFICER ACCOUNTABILITY FOR PRP POLICY COMPLIANCE.

3. THIS NAVADMIN ANNOUNCES ADDITIONAL REFINEMENTS TO NAVY’S PRP POLICY BASED ON FLEET FEEDBACK. POLICY CHANGES WILL BE INCORPORATED INTO THE NEXT REVISION OF REF B.

4. THE FOLLOWING ADDITIONAL PRP POLICY CHANGES ARE EFFECTIVE IMMEDIATELY:
A. ACTIVE DUTY SAILORS WHO HAVE THREE OR MORE PFA FAILURES IN THE MOST RECENT FOUR-YEAR PERIOD SHALL NOT BE TRANSFERRED TO A NEW PERMANENT DUTY STATION, REENLISTED, OR EXTENDED. DRILLING RESERVISTS WITH THREE OR MORE PFA FAILURES IN A FOUR-YEAR PERIOD SHALL NOT BE TRANSFERRED TO THE INACTIVE READY RESERVE (IRR) IN LIEU OF BEING PROCESSED FOR ADSEP. WAIVERS SHOULD BE ADDRESSED TO COMNAVPERSCOM (PERS-4) VIA THE CHAIN OF COMMAND.
B. IF A READINESS WAIVER IS GRANTED TO A SAILOR WHO HAS THREE OR MORE PFA FAILURES IN THE MOST RECENT FOUR-YEAR PERIOD, THE SAILOR SHALL BE RETAINED ONBOARD THE PRESENT COMMAND UNTIL COMPLETION OF OBLIGATED SERVICE OR EXPIRATION OF THE WAIVER. IF THE SAILOR STILL HAS THREE OR MORE PFA FAILURES IN THE MOST RECENT FOUR-YEAR PERIOD UPON WAIVER EXPIRATION, COMMANDING OFFICERS SHALL INITIATE ADSEP PROCESSING. PER REF A, COMMUNITY MANAGERS AND ECHELON III COMMANDERS MAINTAIN RESPONSIBILITY FOR APPROVAL AND DISPOSITION OF ALL READINESS WAIVERS.
C. COMMANDING OFFICERS SHALL NOT GRANT PROGRESS WAIVERS AFTER 30 JUNE 2009, TO CORRESPOND WITH COMPLETION OF THE 2009 SPRING PFA CYCLE 1. SAILORS GRANTED A PROGRESS OR READINESS WAIVER SHALL SIGN A PAGE 13 (NAVPERS 1070/613 ADMINISTRATIVE REMARKS) TO ACKNOWLEDGE UNDERSTANDING OF THE NO-TRANSFER RESTRICTION. COMMANDS SHALL NOTIFY PERS-4 BY NAVY MESSAGE TO ENSURE THE SAILOR’S DETAILER IS KEPT INFORMED OF THE SAILOR’S NO-TRANSFER STATUS.
D. COMMAND JUSTIFICATION FOR NON-PARTICIPATION IN THE PRT MUST BE DOCUMENTED IN PRIMS. IN ALL CASES (WITH THE EXCEPTION OF APROVED BODY COMPOSITION ASSESSMENT (BCA) WAIVERS), SAILORS MUST MEET BODY FAT STANDARDS TO PASS THE SEMI-ANNUAL REQUIREMENTS. IF THE SAILOR IS UNABLE TO COMPLETE THE PFA DUE TO MEDICAL WAIVER, BCA DATA MUST BE ENTERED INTO PRIMS WITH THE APPROPRIATE WAIVER CODE. SHOULD PERSONNEL EXCEED THE BCA SPECIFICATION OF REFERENCE B, WITHOUT AN APPROPRIATE WAIVER REGARDING BCA, THE PFA WILL BE JUDGED A FAILURE FOR THAT CYCLE.
E. SEMI-ANNUAL PFA CYCLES SHALL BE DEFINED AS: 1 JANUARY THROUGH 30 JUNE 2009 IS DESIGNATED CYCLE 1, SPRING PFA; 1 JULY THROUGH 31 DECEMBER 2009 IS DESIGNATED CYCLE 2, FALL PFA. ALL DATA FOR THE PFA SEMI-ANNUAL CYCLE MUST BE ENTERED INTO PRIMS WITHIN 30 DAYS OF COMPLETING THE PFA. WAIVERS MUST BE APPROVED FOR EACH CYCLE.
F. BEGINNING IN FY-10, PRIMS DATA SHALL BE REVIEWED AS PART OF THE PROMOTION/ADVANCEMENT PROCESS.
G. A PRIMS RECORD SHALL BE ESTABLISHED AND PFA DATA RECORDED FOR EVERY RECRUIT PRIOR TO COMPLETION OF RECRUIT TRAINING.

5. THE COMMAND FITNESS LEADER (CFL) REMAINS A KEY TO SUCCESS BY EXECUTING THE PRP AT THE COMMAND LEVEL, LEADING COMMAND PHYSICAL TRAINING, CONDUCTING THE SEMI-ANNUAL PFA, MANAGING PRIMS DATA, AND DIRECTING THE COMMAND FITNESS ENHANCEMENT PROGRAM (FEP). CFLS SHALL VERIFY PRIMS DATA ON ALL NEWLY REPORTED PERSONNEL AND ISSUE A PAGE 13 WARNING IN THE NAVY STANDARD INTEGRATED PERSONNEL SYSTEM (NSIPS) ELECTRONIC SERVICE RECORD (ESR) FOR THOSE WHO HAVE ONE OR MORE PFA FAILURES IN THE MOST RECENT FOUR-YEAR PERIOD.

1. THIS NAVADMIN ANNOUNCES POLICY CHANGES TO THE NAVY’S PRP. ALL POLICY CHANGES WILL BE INCORPORATED INTO THE NEXT REVISION OF REF A.

2. SINCE 2005, NAVY HAS MADE STRIDES TO SUPPORT AND ENCOURAGE PHYSICAL FITNESS. WE HAVE ADDED NEW TESTING OPTIONS FOR THE PHYSICAL READINESS TEST (PRT) AND INTRODUCED A NEW PHYSICAL TRAINING UNIFORM (PTU). ADDITIONALLY, NEW CAPABILITIES HAVE BEEN ADDED TO THE PHYSICAL READINESS INFORMATION MANAGEMENT SYSTEM (PRIMS) TO TRACK WAIVERS.

3. THE FOLLOWING PRP POLICY CHANGES ARE EFFECTIVE 1 OCTOBER 2008:
A. UNLESS THE MOST RECENT PHYSICAL FITNESS ASSESSMENT (PFA) WAS PASSED, PERSONNEL WHO HAVE FAILED TWO PFAS IN THE PAST THREE YEARS WILL NOT BE ASSIGNED TO:
(1) OVERSEAS BILLETS
(2) PRE-COMMISSIONING BILLETS
(3) SPECIAL PROGRAMS (E.G., RECRUIT DIVISION COMMANDER, RECRUITING, EQUAL OPPORTUNITY ADVISOR (EOA), WASHINGTON STAFF, JOINT)
(4) GLOBAL WAR ON TERRORISM (GWOT) SUPPORT ASSIGNMENTS (GSA)/IA MANPOWER MANAGEMENT (IAMM)
(5) INSTRUCTOR DUTY
B. WAIVER DOCUMENTATION. THE CAPABILITY TO ENTER ALL WAIVERS (INCLUDING PROGRESS AND READINESS) WILL BE AVAILABLE IN PRIMS ON 1 OCTOBER 2008. THROUGH PRIMS, OPNAV N135F WILL MONITOR AND REPORT COMPLIANCE OF DATA ENTRY AND STATUS OF SAILORS WHO REQUIRE ADSEP PROCESSING. COMMANDERS ARE RESPONSIBLE FOR ENSURING ALL PFA-RELATED WAIVERS ARE DOCUMENTED IN PRIMS BY 15 DECEMBER 2008.

4. ADMINISTRATIVE SEPARATIONS. FOR THOSE OFFICER AND ENLISTED MEMBERS WHO FAIL THE PFA THREE TIMES IN A FOUR-YEAR PERIOD, MANDATORY PROCESSING FOR ADMINISTRATIVE SEPARATION (ADSEP) REMAINS IN EFFECT. THE GUIDANCE IS CONTAINED IN REF A.

5. WAIVERS. IN 2005, THE REVISED PRP INSTRUCTION PROVIDED POLICIES TO ASSIST IN THE TRANSITION TO THE NAVY’S CURRENT FITNESS STATE. EFFECTIVE 1 OCTOBER 2009, PROGRESS WAIVERS, DETAILED IN REF A, CH-1, APPENDIX D TO ENCLOSURE (8), WHERE COMMANDING OFFICERS GRANT WAIVERS TO THOSE PERSONNEL WHO DEMONSTRATE CONSISTENT IMPROVEMENT TOWARDS MEETING PRP STANDARDS, ARE DISCONTINUED.

6. PRP RESPONSIBILITIES. EFFECTIVE 1 JANUARY 2009, PRP RESPONSIBILITIES ARE AS FOLLOWS:
A. PRP OFFICE (OPNAV N135F). PROVIDE PRP MANAGEMENT, TO INCLUDE POLICY OVERSIGHT, ENFORCEMENT, STANDARDS, PRIMS MANAGEMENT, AND QUALITY ASSURANCE FOR COMMAND FITNESS LEADER CERTIFICATION, ADSEP PROCESSING AND WAIVER COMPLIANCE.
B. COMMANDER, NAVY INSTALLATIONS COMMAND (CNIC). PROVIDE CERTIFICATION TRAINING FOR COMMAND FITNESS LEADERS (CFLS) TO QUALIFY THEM TO ADMINISTER THEIR COMMAND’S PHYSICAL READINESS PROGRAM, TO INCLUDE THE SEMI-ANNUAL PFA AND THE FITNESS ENHANCEMENT PROGRAM (FEP).
C. SHORT-TERM EXTENSIONS: INDIVIDUALS WHO ARE UNABLE TO SUCCESSFULLY COMPLETE THE PFA, AND HAVE FAILED THREE TIMES WITHIN A FOUR YEAR PERIOD, MAY NOT BE GRANTED A CONDITIONAL (SHORT-TERM) EXTENSION FOR THE PURPOSE OF PASSING THE PFA.
D. COMMANDERS, COMMANDING OFFICERS, AND OFFICERS IN CHARGE. IDENTIFY HIGHLY MOTIVATED, PHYSICALLY FIT PROGRAM LEADERS, ENSURE MEMBERS ATTEND REQUISITE CFL TRAINING AND HOLD THEM RESPONSIBLE FOR ENSURING STAFF, COMMAND, OR UNIT PRP GUIDELINES ARE IMPLEMENTED AND WIDELY COMMUNICATED. SENIOR LEADERS ARE ACCOUNTABLE FOR THE SUCCESS OF THEIR PRP AND SHOULD ACTIVELY LEAD COMMAND PHYSICAL FITNESS TESTING AND ENSURE ALL COMMAND PFA DATA IS ACCURATELY ENTERED IN PRIMS.

7. THE MAJORITY OF NAVY SAILORS PERFORM THE PFA SEMI-ANNUALLY AND CAN EASILY MEET OR EXCEED THE MINIMUM PHYSICAL FITNESS STANDARDS. I CHALLENGE EACH OF YOU TO CONTINUE THE EXCELLENT PROGRESS WE’VE MADE TO IMPROVE NAVY’S OVERALL PHYSICAL FITNESS FOR THE IMPROVED HEALTH AND READINESS OF THE FORCE.

B. SERVICEWOMEN ON POST-BIRTH 12-MONTH OPERATIONAL DEFERMENT MAY REQUEST TO TERMINATE DEFERMENT AT ANY POINT AFTER CONVALESCENT LEAVE. WAIVERS WILL BE GRANTED ON AN INDIVIDUAL BASIS AND MUST INCLUDE ENDORSEMENTS FROM THE MEMBER, CURRENT OR PROSPECTIVE OPERATIONAL COMMAND, AND MEMBER’S HEALTH CARE PROVIDER (HCP).

C. SERVICEWOMEN REQUESTING TO REMAIN WITH OPERATIONAL UNITS AFTER THE 20TH WEEK OF PREGNANCY MAY BE GRANTED A WAIVER IN LIMITED CIRCUMSTANCES. FOR EXAMPLE, A MEMBER’S SHIP IS IN A SHIPYARD OR MAINTENANCE AVAILABILITY AND THE SERVICEWOMAN WILL WORK IN AN ADMINISTRATIVE CAPACITY TO SUPPORT THE COMMAND. THE WAIVER MUST INCLUDE ENDORSEMENTS FROM THE SERVICEWOMAN, THE COMMAND, AND THE MEMBER’S HCP. WAIVERS WILL BE APPROVED BASED ON SITUATIONS WHERE THE ENVIRONMENT CAN SUPPORT THE HEALTH OF THE MOTHER AND UNBORN CHILD.

D. SERVICEWOMEN WITH DISTRIBUTION NAVY ENLISTED CLASSIFICATION CODE (DNEC) 0054 (TRANSFERRED FROM SEA DUTY TO SHORE DUTY DUE TO PREGNANCY) WILL HAVE THEIR PROJECTED ROTATION DATE (PRD) AUTOMATICALLY ADJUSTED TO 12 MONTHS POST-DELIVERY BY THEIR DETAILER. ALL EFFORTS WILL BE MADE TO PLACE SERVICEWOMEN INTO EXISTING BILLETS ASHORE AND PROVIDE LATITUDE TO DETAILERS TO ADJUST SEA/SHORE FLOW DATES.

E. CONSISTENT WITH FORCE SHAPING OBJECTIVES, PREGNANT SERVICEWOMEN WHO HAVE AN EXPIRING END OF ACTIVE DUTY OBLIGATED SERVICE (EAOS) WILL NOT BE APPROVED FOR PRD ADJUSTMENT IF PERFORM TO SERVE (PTS) IS NOT APPROVED.

F. SERVICEWOMEN WHO BECOME PREGNANT ON SHORE DUTY AND ARE WITHIN 12 MONTHS OF THEIR PRD ARE REQUIRED TO NOTIFY THEIR DETAILER AND SUBMIT A 1306 WITH THE ASSOCIATED PREGNANCY NOTIFICATION FORMS INCLUDED IN REF A REQUESTING A 12-MONTH EXTENSION TO AVOID RECEIVING ORDERS TO A DEPLOYABLE UNIT.

G. SERVICEWOMEN ARE REQUIRED TO CONTACT THEIR DETAILERS WITHIN NINE MONTHS OF EXPIRING DEFERMENT TO SEEK WORLD-WIDE ASSIGNABILITY (WWA).

H. SERVICEWOMEN WHO MISCARRY OR HAVE SPONTANEOUS/NON-ELECTIVE ABORTIONS SHOULD SEEK EVALUATION BY THEIR HCP TO DETERMINE THE APPROPRIATE CONVALESCENT LEAVE PERIOD NEEDED TO RETURN TO A WWA STATUS. SERVICEWOMEN WHO GIVE BIRTH TO A STILLBORN CHILD ARE ENTITLED TO SIX MONTHS OF OPERATIONAL DEFERMENT CONSISTENT WITH RETURN TO PHYSICAL READINESS STANDARDS. PREGNANCY AND PARENTHOOD STATUS MUST BE MADE KNOWN TO DESIGNATED COMMAND OFFICIALS WHILE ENSURING THE SERVICEMEMBERS PRIVACY.

I. BOTH SERVICEMEN AND WOMEN WHO ARE PARTICIPATING IN AN IN-VITRO INFERTILITY TREATMENT PROGRAM AND DESIRE NO-COST PERMISSIVE TAD ARE REQUIRED TO NOTIFY THEIR COMMAND WITH A LETTER FROM THEIR HCP TO INCLUDE THE DURATION OF THE TREATMENT AND THE POTENTIAL DATES FOR MINOR PROCEDURES.

J. POSTPARTUM SERVICEWOMEN ARE WAIVED FROM COMPLETING A PHYSICAL FITNESS ASSESSEMENT (PFA) FOR SIX MONTHS AFTER THE END OF THEIR CONVALESCENT LEAVE PERIOD AND UPON RETURN TO FULL DUTY BY AN HCP. AT THE CONCLUSION OF THIS SIX-MONTH PERIOD, SERVICEWOMEN ARE REQUIRED TO COMPLETE THE NEXT REGULARLY SCHEDULED COMMAND PFA AT THEIR UNIT. IF THE MEMBER DOES NOT MEET ESTABLISHED PFA STANDARDS, THE TERMS AND CONDITIONS OF FAILURE AS PRESCRIBED IN REF B APPLY.

K. REF C PROVIDES ADDITIONAL GUIDANCE CONCERNING PREGNANT SERVICEWOMEN IN THE NAVY RESERVES AND IS INTENDED TO BE USED IN CONJUNCTION WITH REF A.

RMKS/1. THIS NAVADMIN CODIFIES THE GUIDELINES FOR THE NEW PHYSICAL TRAINING UNIFORM (PTU) MANNER OF WEAR. REF A ANNOUNCED THE APPROVAL OF A NAVY PTU FOR ALL SAILORS, E-1 THROUGH O-10. AFTER SIGNIFICANT RESEARCH AND DEVELOPMENT, AND FEEDBACK FROM THE FLEET, THE NAVY PTU ROLL OUT COMMENCED IN APRIL, BEGINNING WITH SENIOR OFFICER AND ENLISTED LEADERSHIP, FOLLOWED BY RECRUIT DIVISION COMMANDERS AND RECRUITS AT RTC GREAT LAKES. CURRENTLY THE PTU IS BEING DISTRIBUTED TO NAVY EXCHANGES FOR PURCHASE AT DESIGNATED LOCATIONS THROUGHOUT THE FLEET.

2. THE NEW PTU APPROPRIATELY REFLECTS OUR NAVY COLORS; IS TAILORED FOR A PROGRESSIVE FIT AND APPEARANCE; AND IS MADE OF MODERN, MOISTURE WICKING AND ODOR-RESISTANT FABRIC. INITIAL FEEDBACK ON THE PTU HAS BEEN POSITIVE WITH REGARD TO LOOK, FIT AND PERFORMANCE. WE WILL BE MAKING ADJUSTMENTS TO FUTURE PRODUCTION LOTS, TO INCLUDE FLEET FEEDBACK, SO WE CONTINUE TO IMPROVE YOUR UNIFORMS AND PROVIDE THE APPEARANCE, FEATURES AND FUNCTIONALITY YOU NEED AND DESIRE.

3. MANNER OF WEAR – THE PTU IS DESIGNED PRIMARILY FOR GROUP/UNIT PHYSICAL TRAINING ACTIVITIES AND THE SEMI-ANNUAL PHYSICAL FITNESS ASSESSMENT (PFA); HOWEVER, IT CAN BE WORN BOTH ON AND OFF BASE FOR FITNESS AND/OR LEISURE UNLESS DETERMINED OTHERWISE BY REGIONAL COORDINATORS OR COMMANDING OFFICERS.
A. IN-PORT AND WHEN PERFORMING COMMAND DIRECTED “GROUP/UNIT” PHYSICAL TRAINING ACTIVITIES, SEMI-ANNUAL PFA (TO INCLUDE BODY COMPOSITION ASSESSMENT (BCA) AND PHYSICAL READINESS TEST (PRT)), THE PTU SHIRT WILL BE TUCKED INTO THE SHORTS. SHORTS WILL BE WORN FULLY ON THE WAIST. THE LENGTH OF THE SHORTS WILL NOT EXTEND BELOW THE TOP OF THE KNEE. RUNNING SHOES WILL BE COMFORTABLE AND SUPPORT THE PLANNED EXERCISE. ATHLETIC SOCKS MUST BE WORN AND SHALL NOT EXTEND ABOVE MID-CALF. LOW CUT SOCKS ARE PERMITTED. PREGNANT SAILORS WILL WEAR THE SHIRT OUT AND WILL DISCONTINUE WEARING THE PTU WHEN IT BECOMES TOO TIGHT. FEMALE SAILORS WILL WEAR A SPORT OR DRESS BRASSIERE WHEN WEARING THE PTU. ADDITIONAL UNDERGARMENTS ARE AUTHORIZED FOR ALL HANDS.
B. AT SEA, THE WEARING OF THE PTU WILL BE AT THE DISCRETION OF THE COMMANDING OFFICER. REQUIREMENTS FOR FEMALE SAILORS REMAIN AS STATED WHETHER WEARING THE PTU OR OTHER PERSONAL FITNESS ATTIRE.
C. DURING INDIVIDUAL PT, SHIRTS MAY BE WORN IN OR OUT OF SHORTS. ALL OTHER REQUIREMENTS ARE THE SAME AS “IN-PORT.”
D. WHILE ON LIBERTY, COMPONENTS OF THE PTU ARE AUTHORIZED TO WEAR INDIVIDUALLY OR COLLECTIVELY. THE PTU WILL NOT BE WORN WHILE IN A DUTY STATUS OR WHEN CONDUCTING OFFICIAL BUSINESS ON BASE (E.G., PSD’S, MEDICAL TREATMENT FACILITIES, GALLEYS, LEGAL).
E. THE PTU IS NOT AUTHORIZED TO BE WORN IN LIEU OF THE WORKING, SERVICE, OR DRESS UNIFORM WHILE IN A LIMITED OR LIGHT DUTY STATUS.
F. OPTIONAL COMPONENTS ARE PROVIDED FOR ADDITIONAL COMFORT AND SUPPORT. LONG SLEEVED PTU SHIRTS AND/OR NAVY KNIT WATCH CAPS ARE AUTHORIZED WHEN WEATHER CONDITIONS WARRANT. COMPRESSION SHORTS/MODESTY LINERS ARE AUTHORIZED BUT MUST NOT BE VISIBLE WHILE STANDING AND WILL BE EITHER BLACK OR NAVY BLUE IN COLOR.
G. IN ALL CASES, THE PTU WILL BE WORN IN SUCH A MANNER SO AS TO REFLECT CREDIT UPON THE NAVY AND THE INDIVIDUAL WEARING THE PTU.

4. THE WEAR LIFE OF THE PTU COMPONENTS IS PLANNED FOR 12 MONTHS BASED ON CURRENT PHYSICAL TRAINING REQUIREMENTS. PTU COMPONENTS WEAR LIFE CAN BE EXTENDED IF MAINTENANCE INSTRUCTIONS PRINTED ON EACH COMPONENT ARE CLOSELY FOLLOWED. PERSONNEL SHOULD USE THE LOW TEMPERATURE SETTINGS ON SELF-SERVICE WASHING/DRYING MACHINES. USE OF INDUSTRIAL OR BULK LAUNDRY FACILITIES IS NOT RECOMMENDED.
